The council is planning an initial eight year contract to cover a wide range of services, aimed at making efficiency savings in its front and back offices and making continuous improvements.

Using a separate framework, district and borough councils in Hertfordshire and the county's police authority will be able to use the services provided under the deal.

IT, including desktop computing and service support projects, helpdesk, development and applications support, is one of five areas covered by the contract, known as HCC Service Contract.

The others are contact centre services, including a call centre and an internal business support helpdesk; human resources including payroll; facilities management; and financial services.

Although the total contract is worth up to £200m, according to an advertisement in the Official Journal of the European Union, a spokesperson for Hertfordshire CC said the authority estimated the IT component to be worth £6.7m a year, totalling £53.6m. She also said that the eight year agreement could be extended for a further two.

Hertfordshire says that it expects the selected service provider will deliver most of the services in April 2011, with the contact centre opening in the autumn of 2011.
