A spokesperson for the Home Office confirmed to GC News that MPs had approved the process to make people subject to fines.
He said they would not be used as a first step, and that people would only be fined for refusing rather than neglecting to update their details. If evidence emerges that a card holder has not provided notification they will be given the opportunity to update their details, but those who ignore the instructions would be subject to a basic fine of £125.
The Home Office has justified the move through a need to keep information on the National Identity Register up to date to make the use of the cards as effective as possible. The spokesperson said the measure would be similar to the way the Driver and Vehicle Licensing Agency is able to fine people who consistently fail to update information on their driving licences.
The measure will now go to the House of Lords and, if approved there, to the home secretary for sign off.
