Buying Solutions awards £4bn consultancy framework

The government's procurement agency has awarded 38 vendors a three year pan-government management consultancy and accounting services agreement

Buying Solutions has awarded places on its consultancy framework to the following firms: 2020 Delivery, Accenture, Agilisys, Moore Stephens, Amtec, AT Kearney, Atkins Management Consultants, Atos Origin, Baker Tilly, BDO, Berkshire Consultancy, Booz & Company, Capgemini, CMC Partnership, CPC, Deloitte MCS, Detica, Evolve Business Consultancy and Grant Thornton.

The remaining companies awarded places are: Hitachi Consulting, Insight Management and Systems Consultants, Jefferson Wells, Mazars, Methods Consulting, Moorhouse Consortium, Mott MacDonald, Mouchel Management Consulting, Parkhill, PA Consulting, PricewaterhouseCoopers, Qi Consulting, Quadrant Consultants, Quatrosystems, RSM Tenon, SCOM Group, Serco Consulting, The Engine Group and Tribal Consortium.

According to a notice published in the Official Journal of the European Union on 15 March 2010, a number of vendors including Atos Origin, Methods Consulting and Booz & Company have won places in more than one category. Deloitte has won places on all but one lot apart, while Tribal Consortium is included in all but two.

The contract is split into 13 consultancy lots: business strategy, business strategy (health), business strategy (local government), organisation and change management, organisation and change management (health), organisation and change management (local government), human resources, procurement, programme and project management, marketing communications, financial and economic, accounting advice and services, audit and assurance advice services.

Buying Solutions has said that the contract is on behalf of central government departments and its agencies, as well as local government, NHS bodies and any relevant non-NHS organisations.

A spokesperson for Buying Solutions told GC News: "The £4bn spend published in the OJEU notice, which covers the whole of the public sector, is an estimated figure for the four year life of the framework to give suppliers an indication of what the spend might be. It does not represent a commitment for the public sector to spend this amount and suppliers know that it will be influenced by economic and political factors."

    I cannot believe Atos Origin is still included in the list of vendors eligible for future projects.

    Consider the adverse impacts of the increased costs on the DWP. Review actual costs against the budget figures Atos Origin supplied when they were awarded the contract. Review the findings of the Parliamentary Inquiry and the NAO. What credence can you give to Atos Origin projected budgets and costs on future projects?

    The number of recent cases of injured service personnel being denied benefits though what may turn out to be illegal medical assessments carried out by unqualified healthcare professionals. Please refer to the Yorkshire Post lead story 20 January 20010.

    Up to 900 people are to be recalled for medical scans after a series of blunders by a private company. NHS bosses last month suspended tests being carried out by Atos Origin at centres in Manchester, Salford, Bolton, Stockport, Oldham, Wigan and Liverpool, after discovering technical and administrative problems. Now regional health bosses are set to write to the 900 patients who had ultrasound tests to investigate conditions like kidney, prostate and abdominal problems at Atos centres to offer them the chance to be re-scanned at NHS hospitals or private companies. NHS North West managers have already recalled seven people after problems were identified with Atos' magnetic resonance or MR scans.

    Almost 80,000 sick and disabled people a year are being wrongly denied benefits, according to a BBC investigation for Radio Five Live.

    I find it hard to believe that a company such as Atos Origin that has failed time after time has been included. ... It is baffling. I would love to see what performance and quality factors were considered in making such a decision.
