The police authorities for Avon and Somerset, Devon and Cornwall, Dorset, Gloucestershire and Wiltshire are planning to spend between £300,000 and £1.2m on the e-commerce system, according to a framework agreement tender published in the Official Journal of the European Union on 18 March 2010.
Firearms and explosives licensing will be the first payments to be go through the new system, followed by charges for driver awareness courses, collision investigation reports, subject access requests and criminal records checks.
The forces say the initiative will "transform a number of public-facing policing services through the introduction of online application functionality, underpinned by automation of the underlying processes.
"The intention is to mirror the capabilities currently available in either the commercial sector or through other government gateway websites such as the DVLA or the UK Passport Agency."
The system will eventually be available to police forces beyond the south west and organisations including the Association of Chief Police Officers.
The tender notice says the system will need to accommodate a number of different ICT platforms and support the National Police Improvement Agency's Information Services Improvement Strategy convergence work.
