Local government is currently the largest area of public sector ICT spend in the UK. Kable estimates that local government will spend £3,772m on ICT in 2008/09, representing 22% of all public sector ICT spend. Over the next five years we expect total spending to grow at a compound rate of 2.8% p.a. to reach £4,341m by 2013/14. Previous Kable forecasts for local government anticipated that spending growth would slow following the comprehensive spending review in 2007, but we can now see that local authorities anticipated a tighter financial regime, and ICT spending growth slowed earlier than expected.

This report covers ICT spend in the UK local government sector to 2013. We examine levels of spend covered by ICT budgets themselves, and the cost of additional ICT infrastructure which is provided as a component within business process outsourcing contracts.

The geographic scope of this report includes all regions of the UK. We primarily focus on local authorities, which make up almost 84% of all spend in this sector, but we also cover local spend by fire and rescue authorities, and include national programmes which have an impact on ICT investment at a local level, even though the budgets for these are managed centrally.

In developing this market profile and forecast we have drawn on one of the most comprehensive surveys of local government ICT funding that Kable has carried out in recent years, with analysis based on data provided by 200 authorities, including over 100 telephone interviews with senior ICT staff in local government, and data provided by 100 local authorities under the Freedom of Information Act. In addition we have taken advantage of Kable databases covering tenders published over the last 10 years, and details on ICT and business process outsourcing contracts which covers more than 90% of estimated market spend.
